RESOURCE ANALYSIS 2 Abstract Roanoke City Public Schools provides students with a well-rounded, quality education that will prepare them for the real world. They do this by dedicating funding strategically to support students in all areas of their day while at school, giving them the greatest opportunity for success. However, after reviewing the budget for 2023-2024 and speaking with administrators and several stakeholders, a few areas of need have been identified, including English language learners, special education, and student mental health. RESOURCE ANALYSIS 3 Resource Analysis School/District Description Roanoke City Public Schools is an urban school district located in Roanoke City, Virginia. It consists of seventeen elementary schools, five middle schools, two high schools, Roanoke Valley Governor’s School, two technical and career education centers, and two alternative education programs serving approximately 13,700 students in kindergarten through twelfth grade (RCPS, 2023). Roanoke City Public Schools has a very diverse student population. Approximately 40% of the student population identifies as black, 30% as White, 20% as Hispanic, 6% as two or more races, and 4% as Asian or another race (RCPS, 2023). All students enrolled in Roanoke City Public Schools qualify for free and reduced lunch, allowing the city to provide free breakfast and lunch to all students (RCPS, 2023). Budget Analysis The revenue for Roanoke City Public Schools came from various sources for the 2023- 2024 school year. The majority of the revenue, 48.61% or $135,512,193.00, came from the Commonwealth of Virginia, 36.41% or $101,481,211.00, came from the City of Roanoke, and 13.43% or $37,434,525.00, came from the Federal Government (RCPS, 2023). Additional categories that add to the overall revenue include Other Revenue, which is .81%; Other Agencies, which is .26%; Charges for Services, which is .41%; and Athletics, which is .07% (RCPS, 2023). The total revenue for the 2023-2024 school year was projected to be $278,751,926.00. Since Roanoke City Public Schools serves a high population of economically disadvantaged students, they receive approximately $9,500,000.00 annually under the Every
RESOURCE ANALYSIS 4 Student Succeeds Act and $3,800,000.00 annually in Individuals with Disabilities Education Act entitlement grants (RCPS, 2023). After analyzing Roanoke City Public School’s budget, it was evident that increasing student academic achievement and closing achievement gaps are paramount. Over the last four years, the per pupil cost has steadily increased to approximately $8,000.00 for the 2023-2024 school year, a 9.7% increase from the previous year (RCPS, 2023). This indicates the high level of commitment the school system has to ensure their students’ success while in school and once they graduate. According to Jackson et al. (2016), a ten percent increase in funding per pupil for each year of schooling resulted in higher wages, lower adult poverty rates, and additional months of schooling (as cited in Jr. et al. 2019). Additionally, 39% of the 2023-2024 budget, which is $110,300,613.00, is dedicated to supporting early literacy and academics (RCPS, 2023). Moreover, Roanoke City Public Schools tries to eliminate inequalities for students regarding educational technology by providing each kindergarten through second grader with an iPad and each third through twelfth grader with a Chromebook to use in school and at home. All iPads and Chromebooks are provided to students through a rental service Roanoke City pays for out of the Purchased Services portion of the budget (RCPS, 2023). Funding capital improvement projects is also a focus in the 2023-2024 budget. This will help make necessary updates to school buildings to ensure they are an adequate size to accommodate the growing student population and provide students with a safe and secure location to attend school. Levels one, two, or three are assigned to each potential improvement project, with one being a mandatory project to be completed and three being a recommended project if funds are available (RCPS, 2023).
