The book doesn't say why the hunting started but my theory is that the multiple people being hunted were considered a threat to society. If this is true wouldn't the public be concerned? Imagine these hunters were part of the government. There are many things we don't know about the world that the government doesn't tell us. If that's the case the public wouldn't know. Another theory I have is overpopulation. The amount of people in this world is growing each day. To be exact, 353,000 babies are born each day. And one day we could possibly run out of space.
