The survey shows that Indonesians use the internet for two main activities, namely surfing social media and communicating online. However, it is unfortunate that with the increasingly large use of digital space, the Indonesian people have not shown cultured and ethical behavior in digital space. This committee was formed at the direction of President Joko Widodo who asked for Indonesia's digital space to be cleaner, healthier, ethical, full of courtesy and manners, productive, and able to provide justice for society. In addition, this committee was also formed as a response to the results of the Digital Civilization Index report. The Net Ethics Committee is a committee that formulates practical guidelines related to internet and social media culture and ethics based on the principles of honesty, respect, virtue, politeness, and respect for privacy and other individual data. In January 2021, active social media users in Indonesia reached 170 million or 61,8% of Indonesia's total population of 274,9 million people. Wherein this number increased by 10 million or about 6,3% compared to last year. Admittedly, this increase in numbers is not a surprise, considering the many benefits that can be obtained by using social media, from getting information to running a business. However, the use of social media has to be accompanied by good ethics, where every social media user should use their platform wisely. This is where it gets serious. Based on a recent survey, Indonesia, which is known for its amazingly kind people, shows the opposite on social media, evident with the spread of fake news or hoaxes, hate speech, cyberbullying, discrimination, and even fraud. The survey conducted by Microsoft shows that the level of civilization of Indonesian netizens is currently at its lowest point, where Indonesia has the worst Digital Civilization Index in Southeast Asia. What is the Digital Civilization Index? In 2017, Microsoft launched Safer Internet Day and challenged the world to embrace digital civility, which is to interact online with respect and dignity to create a healthier and safer digital environment, where we celebrate the movement every February 9.
