I GAVE the people freedom clear—

But neither flattery nor fear;

I told the rich and noble race

To crown their state with modest grace:

And placed a shield in either’s hand,

Wherewith in safety both might stand.

THE PEOPLE love their rulers best

When neither cringed to nor opprest.
